IGE는 왜 BC주·온타리오주 학교 랭킹을 직접 만들게 되었을까?

처음부터 랭킹을 만들려던 건 아니었습니다

IGE도 그동안 캐나다 학교 랭킹 중 가장 널리 알려진 프레이저 인스티튜트(Fraser Institute)의 랭킹을 참고해왔습니다. 학교 상담 시 참고 자료로 활용하기 좋았습니다.

그런데 문제가 생겼습니다. BC주 세컨더리 랭킹이 지난 7~8년 동안 업데이트되지 않고 있었습니다. 최근 자료로 BC주 세컨더리 학교들의 현황을 파악하고 싶었는데, 참고할 만한 데이터가 없어 어려움이 있었습니다.

그래서 직접 자료를 찾아보기 시작했습니다. '혹시 어딘가에 최신 학업 데이터가 있지 않을까?' 하는 마음으로요.

BC주 정부 데이터를 발견하다

며칠간 인터넷을 찾아보다가 BC주 정부에서 발표한 주정부 시험 결과 데이터를 발견하게 되었습니다. 10학년 Literacy Test, Numeracy Test, 그리고 12학년 Literacy Test 결과가 학교별로 정리되어 있었습니다.

하지만 이 데이터는 방대할 뿐만 아니라, 저희에게 필요하지 않은 정보들도 많았습니다. 학부모님들께 필요한 핵심 정보를 추려내는 데 꽤 오랜 시간이 걸렸습니다. 데이터 분석 전문가가 아니다 보니 더 시간이 필요했습니다.

데이터 정리 중 떠오른 아이디어

그렇게 데이터를 하나씩 정리하다 보니 자연스럽게 이런 생각이 들었습니다. '이렇게 확보한 데이터를 활용해서 학교들을 비교해볼 수 있는 자료를 만들어볼 수 있지 않을까?'

Z-Score 표준화와 가중치 설계

세 가지 주정부 시험 결과를 바탕으로 학교들을 비교하기 위해서는 표준화 작업이 필요했습니다. 각 과목의 가중치를 어떻게 둘지, 만점이 다른 과목들을 어떻게 비교할지 처음에는 막막했습니다.

통계 전문가와 협의하는 과정에서 Z-Score(표준점수)라는 표준화 방법을 적용해야 한다는 것을 알게 되었습니다. 나중에 알게 된 사실이지만, 프레이저 인스티튜트도 이와 유사한 방법을 사용하고 있었습니다.

프레이저 랭킹을 살펴보니 남녀 간 성적 차이, 시험 응시율 등 여러 변수들이 포함되어 있었습니다. IGE는 캐나다에 처음 가시는 유학생 학부모님들의 관점에서, 조금 다른 기준으로 데이터를 정리해보기로 했습니다.

IGE의 주요 고객층이 한국 학부모님들이시기 때문에 영어 과목의 비중을 높게 설정했습니다. 12학년 Literacy는 가장 어려운 평가이기에 비중을 45%로 설정했고, 10학년 과목들 중에서는 수학이 한 과목뿐이라 10학년 내에서는 수학의 비중을 조금 더 높게 두었습니다.

온타리오주 데이터는 더 상세했습니다

그러던 중 혹시 온타리오주에도 비슷한 자료가 있을까 찾아보게 되었습니다. 온타리오주는 BC주보다 더 상세한 데이터를 학교별로 공개하고 있었습니다.

기초학력평가나 주정부 시험 결과뿐만 아니라, 각 학교별 저소득층 가정 비율이나 부모 학력 수준 같은 데이터까지 공개되어 있어서 더 다양한 정보를 정리할 수 있었습니다. 이렇게 해서 온타리오주 초등학교부터 고등학교까지의 데이터를 확보하게 되었습니다.

BC주 학교 주변 환경 데이터, 연방정부 통계청에서 찾다

온타리오주 자료를 살펴보면서 BC주에도 혹시 비슷한 데이터(학부모의 경제적 상황, 영어 모국어 비율 등)가 있을까 찾아봤지만, BC주 정부 자료에서는 해당 정보를 찾기 어려웠습니다.

그래서 캐나다 연방정부 통계청(Statistics Canada) 자료를 활용하게 되었습니다. 이 통계청 데이터는 더 방대하고 복잡했지만, 오랜 시간 정리한 끝에 학교 주변 인구의 평균 소득 중윗값, 영어 모국어 비율 같은 지표들을 학교별로 정리할 수 있게 되었습니다.

그러던 중 또 하나의 생각이 떠올랐습니다. '많은 유학 예정 고객이나 이민 예정 학부모들이 궁금해하시는 관심 지역의 인구 구성 비율도 혹시 통계자료에 있지 않을까?' 찾아보니 있었습니다.

물론 이 데이터는 학교 인근으로 한정된 것이 아니라 각 행정구역별로 구분된 정도이지만, 그래도 어느 지역에 어떤 인구가 거주하고 있는지 참고하실 수 있는 데이터를 확보하게 되었습니다.

1년간의 정리 과정을 거쳐 공개하게 되었습니다

이렇게 지난 1년간의 자료 수집과 정리 과정을 거쳐 IGE 홈페이지에 있는 데이터가 어느 정도 정리되었습니다. 통계 전문가, 프로그래머와의 협업, 그리고 IGE 직원분들의 세부 작업까지 더해져서 아직 완벽하지는 않지만 일부를 공개할 수 있게 되었습니다.

자료를 정리하다 보니 각 교육청별 커뮤니티 센터 정보도 수집하게 되었고, 한국 학부모님들이 궁금해하시는 방과후 활동들—축구, 농구, 아이스하키, 피겨, 댄스, 음악 레슨 같은 정보도 함께 정리하게 되었습니다. 물론 이 과정도 시간이 걸렸고 아직 완벽하지 않지만, 어느 정도 정리된 형태로 준비되었습니다.

다만 커뮤니티 센터나 방과후 클럽 정보는 아직 구글 검색과 AI 정리를 기반으로 하고 있어서 일부 중복이나 미흡한 부분도 있습니다. 앞으로 계속 개선하고 업데이트해 나갈 예정입니다.

랭킹의 한계를 알면서도 만든 이유

솔직히 말씀드리면, 저희도 학교 랭킹이 많은 캐나다 공교육 관계자들로부터 비판을 받고 있다는 것을 알고 있습니다. 수치만으로 학교 교육의 질을 판단할 수 없다는 것도 충분히 이해하고 있습니다.

하지만 캐나다에 대해 잘 모르시는 한국 학부모님 입장에서는 객관적인 데이터가 학교와 지역 선택에 조금이나마 참고가 될 수 있을 것이라 생각했습니다.

저희도 이번 자료 정리를 하면서 그동안의 고정관념이 맞는 것도 있었지만, 학교의 객관적인 데이터를 보면서 반성도 많이 했습니다. 그동안 제대로 알지 못하고 경험에만 치우쳐서 고객분들께 상담을 해왔던 부분에 대해서요.

캐나다 교육청 관계자분들의 의견

사이트 공개 전에 미리 캐나다 교육청 관계자분들께 이 자료를 보여드리고 의견을 여쭤봤습니다.

관계자분들께서는 한국 학부모님들께 객관적인 자료를 정리해서 제공하려는 취지에 대해서는 이해해 주셨습니다. 다만 객관적인 수치만으로는 선생님들의 노력과 학생들의 발전을 위한 학교와 교육청 차원의 노력을 온전히 담아낼 수 없다는 점에 대해서는 저희도 동의했습니다.

그래서 현재 학교 설명 부분은 AI가 학교 데이터를 읽고 작성한 내용이지만, 앞으로는 각 교육청에서 직접 제공해 주시는 학교별 특징과 장점으로 대체해 나갈 예정입니다.

공개 범위 안내

현재 IGE가 공개한 정보는 학업적인 부분에 한정되어 있습니다. 세컨더리 학교들은 주정부 시험 결과, 초등학교들은 기초학력평가 자료를 바탕으로 학업 지표를 정리하여 공개하고 있습니다.

이 외에도 ESL 비율, 세컨더리 졸업률, 그리고 학교의 안정성을 참고할 수 있는 G2G 비율(해당 학교에서 학생들이 전학 등을 가지 않고 꾸준히 같은 학교를 다니는 비율)도 함께 공개되어 있습니다. 커뮤니티 센터 정보 역시 공개되어 있습니다.

공개된 안전지수, 즉 CSI(범죄심각도 지수)는 연방정부에서 발표하는 자료로, 경찰서 관할 지역으로 구분되기에 지역에 따라 범위가 다릅니다.

참고로 사립학교의 경우, 넓은 지역에서 학생들이 오는 특성상 학교 주변 인구 상황을 반영하기 어려워 학업 기준으로만 정리되어 있습니다.

반면, 학교 주변 인구의 경제적 상황, 영어 모국어 비율, ESL 학생 비율, 국제학생 비율까지 종합적으로 정리한 '국제학생 참고 랭킹'은 IGE를 통해 수속하시는 고객분들께만 제공해 드리고 있습니다. 방과후 클럽 정보도 마찬가지입니다.

일반 사용자분들께는 공개된 학업 지표와 안전지수, ESL 비율, 졸업률, G2G 비율, 커뮤니티 센터 정보만으로도 학교에 대한 기본적인 참고가 가능하시리라 생각합니다. 일부 정보가 IGE 고객 전용으로 제한되어 있는 점 양해 부탁드립니다.

Why Did IGE Create Its Own BC & Ontario School Rankings?

"Sharing Our Year-Long Data Organization Process After Fraser Institute Rankings Were Discontinued"

We Never Intended to Create Rankings from the Start

Like many others, IGE had been referencing the Fraser Institute rankings—the most widely known school ranking system in Canada. It was a useful reference during school consultations.

But then we encountered a problem. The BC secondary school rankings hadn't been updated for 7-8 years. We wanted to assess the current status of BC secondary schools with recent data, but there was no available information to reference.

So we decided to search for the data ourselves. We thought, 'Maybe there's updated academic data somewhere out there?'

Discovering BC Provincial Government Data

After days of searching, we found provincial exam result data published by the BC government. The Grade 10 Literacy Test, Numeracy Test, and Grade 12 Literacy Test results were all organized by school.

However, this data was not only massive but also contained a lot of information that wasn't relevant to our needs. It took quite a long time to extract the key information that would be useful for parents. Since we weren't data analysis experts, it required even more time.

An Idea Born from Data Organization

As we organized the data piece by piece, a thought naturally came to mind: 'Could we use this data to create materials that allow for school comparisons?'

Z-Score Standardization and Weighting Design

To compare schools based on three provincial exam results, we needed a standardization process. We were initially overwhelmed trying to figure out how to weight each subject and how to compare subjects with different maximum scores.

Through consultation with statistics experts, we learned that we needed to apply Z-Score (Standard Score) standardization. We later discovered that Fraser Institute had been using a similar methodology.

When we examined the Fraser rankings, we found they included various variables like gender performance gaps and test participation rates. IGE decided to organize the data from a different perspective—one that would be more relevant for parents of international students who are new to Canada.

Since IGE's primary clients are Korean parents, we placed higher weight on English subjects. The Grade 12 Literacy assessment, being the most challenging, was given a weight of 45%. Among Grade 10 subjects, since Math is the only one of its kind among the three subjects, we gave it a slightly higher weight within Grade 10.

Ontario Data Was Even More Detailed

We then wondered if Ontario might have similar data available. Ontario had even more detailed school-by-school data publicly available than BC.

Beyond standardized test results, data such as each school's low-income family ratios and parent education levels were publicly available, allowing us to organize more diverse information. This is how we were able to secure data for Ontario schools from elementary through high school.

Finding BC School Environment Data from Statistics Canada

While reviewing Ontario's data, we searched for similar information for BC (economic conditions of families, English as first language ratios, etc.), but such data was difficult to find from the BC provincial government.

So we turned to Statistics Canada, the federal government's statistical agency. This data was more extensive and complex, but after lengthy processing, we were able to organize statistics for each school using indicators like median household income and English as first language ratios for populations near each school.

Another thought occurred to us: 'Many prospective international students and immigrant families are curious about population composition in their areas of interest. Could this information also be in the statistics?' We looked, and it was there.

Of course, this data isn't broken down by school vicinity but rather by administrative districts. Still, it provides reference data to understand population composition in different areas.

After a Year-Long Process, Ready to Share

After a year of data collection and organization, the data on the IGE website has been organized. Combined with collaboration with statistics experts and programmers, plus detailed work by IGE staff members, we were able to release a portion of our work—even if it's not yet perfect.

As we organized the data, we also collected community center information for each school district, along with extracurricular activities that Korean parents often ask about—soccer, basketball, ice hockey, figure skating, dance, and music lessons. This process also took time and isn't perfect yet, but it's ready in a reasonably organized form.

The community center and after-school club information is still based on Google searches and AI organization, so there may be some duplications or gaps. We plan to continuously improve and update this information.

Why We Created Rankings Despite Knowing Their Limitations

Honestly speaking, we're well aware that school rankings have been criticized by many Canadian public education officials. We also understand that numbers alone cannot measure the quality of a school's education.

However, for Korean parents who are unfamiliar with Canada, we thought that objective data might serve as a helpful reference in choosing schools and regions.

Through this data organization process, we found that some of our preconceptions were correct, but we also did a lot of reflecting when looking at objective school data. We realized we had been consulting with clients based solely on experience without truly understanding the facts.

Feedback from Canadian School District Officials

Before launching the site, we showed this data to Canadian school district officials and asked for their feedback.

The officials understood our intention of organizing and providing objective data for Korean parents. However, both we and the officials agreed that objective numbers alone cannot fully represent the dedicated efforts of teachers and the commitment of schools and districts toward student development.

That's why the current school descriptions are written by AI based on school data, but we plan to replace these with school-specific features and strengths provided directly by each school district in the future.

What Information Is Publicly Available

Currently, the information IGE has made public is limited to academic aspects. For secondary schools, we've published data based on provincial exam results; for elementary schools, data based on standardized assessments.

Additionally, ESL ratios, secondary graduation rates, and the G2G ratio (Grade-to-Grade ratio—the percentage of students who continue at the same school without transferring, an indicator of school stability) are also publicly available. Community center information is public as well.

The published safety index, CSI (Crime Severity Index), is data released by the federal government and is organized by police jurisdiction areas, so coverage varies by region.

Note that for private schools, since students come from wide geographic areas, we cannot reflect the surrounding population demographics, so they are organized based on academic criteria only.

On the other hand, the 'International Student Reference Rankings'—which comprehensively organize the economic conditions of the surrounding population, English as first language ratios, ESL student ratios, and international student ratios—are only available to clients who process their applications through IGE. After-school club information is also exclusive to IGE clients.

We believe that for general users, the publicly available academic data, safety index, ESL ratios, graduation rates, G2G ratios, and community center information should provide a basic reference for schools. We appreciate your understanding that some information is restricted to IGE clients.

IGE will continue to work to provide better information through ongoing updates.
